Depends on the type of unit you are renting the type of building and the laws of your state.

he might be able to call it whatever he wants, but if there isnt a restriction on raising rents like rent stabilization (for example) he can call it a dirty shitsipper fee and you will still be stuck unless you want to move or you have a lease and its not in your lease.

many states even without rent raising restrictions do have notice requirements. But that only buys you time.
