Option 2, here is a Sheva costume tier list. It's pretty much the usual unlock order so someone knew what they were doing. Fairy Tale >>> Business > Tribal > Clubbin' > Default. I would have her in the marry section too if I could. A lot of people who suck at video games like to exaggerate how much she sabotaged them and broke the game but I started off nonchalant and now think she was underappreciated. She also embarrasses Ada at doing that one spinning jump kick, Ada's sucks while Sheva's has an enormous hitbox and can follow up with ground melees.

I don't dislike Ada but in 4 she's either antagonising Leon or playing FOURTH fiddle in Mercs to Krauser, Wesker and HUNK. In 6 her campaign is pieces of the others you've already played with a water level I vaguely remember being irritating on professional because her crossbow felt off.

Rebecca is strange. The healing is the obvious plus but Sheva's AI has that nailed down too. The flamethrower melee is great but it's there because the rest of her moves really aren't. I'm not sure how much depth they gave her because I only play the fun ones. From what I've seen she's too much of an RE1 voice actor for any intimacy but she's not a bad or shady person like Ada seems to be half the time.
