iirc, that wasn't a day 1 claim and, more importantly, the intelligence community had predicted the focus on Russia disabling the military to prevent a retaliation from before day 1. The Biden administration's official word was in conflict with the intelligence community, the same as was the case in Afghanistan where the administration repeatedly assured the US people that the intelligence community was wrong about their predictions Afghanistan would fall to the Taliban shorter after US withdrawal and that it was stable.
