Pretty much this. The entire political system is designed to create two competing political parties. This makes it difficult to construct environments where political cooperation is even politically expedient, let alone actually practical or beneficial.

The only times in the history of this country where bipartisanship has been strong is when there is a foreign power posing as a strong political threat (either real or perceived).
