Why hasnt someone taken out Putin already?

Fear mostly, also lack of access to him.

I was surprised by his stadium rally yesterday but then it was pointed out that the attendees were government workers bussed in to fill the crowd; if you take a close look a their faces, most do not seem happy to be there.

The most likely people to take him out are his own generals but he ensured that anyone with the intelligence or ambition to try were removed from the picture long ago. The next likely is his own security detail, but that would be certain death even if they succeeded. Who is left after that? Members of his own family need him to retain the power and wealth they currently have, same for the oligarchs. A random Russian citizen is not going to be able to walk into the Kremlin and get close enough to try.

And it would have to be internal, an external attempt would only serve to unite the Russians to Putin's cause.
