Becoming a nuclear power this late in the game is pretty difficult. The amount of treaties, red tape, etc. involved in such a weapons program will make your life hell. And if you do it for belligerent reasons, you'll be sanctioned and isolated into oblivion like North Korea. Russia only gets away with it because they had them early enough to avoid the major consequences, and even then, look at how despised they are for having nukes and not playing nice diplomatically.
