They're both bad, albeit in different ways. Consoles will see a general struggle to maintain 60 fps and have an inconsistent experience throughout. PC does much better on the actual frame rate, as expected, but is marred by the shader compilation and asset streaming stutter issues we've seen throughout this generation on sloppily programmed DX12 games.
