Think of it this way, when the 13 colonies declared independence from Great Britain, they began effectively governing themselves with no more control from Britain. Britain of course didn't recognize their independence and the American Revolutionary War took place until the Treaty of Paris was signed which officially saw Great Britain recognize the US as an independent government. However between 1776 and 1783 there were several outside nations that recognized American independence, such as the Netherlands.

In this case, Ukraine is the UK, Donetsk and Luhansk are the 13 colonies and Russia is the Netherlands.
