Yes but you are forgetting that for all of human history teenagers were considered adults up until recently. It's not until we got into the 20th century that teenagers started being thought of as "children." And that keeps getting pushed back further and further that a big chunk of society now thinks of people in their 20s as children. Psychologists have said this is actually a bad thing as it can be mentally damaging and stunt maturity.

As far as I aware humans are the only specifies on earth that continue to treat those of their species that have already gone through puberty as if they are still small children. It's also a mostly American problem as well as most other countries treat teenagers either outright adults or at least dont think of them as a child like Americans do. But of course then when they do something wrong and we want to punish them? All of a sudden they are adults and its ok to send them to prison for decades or even life and in some cases death.
