Also they don't look at the families he's ruined from petty crimes like thieves. And all the cult like people who are praising him and are likely profiting off of it. He doesn't kill for petty thievery. Don't kill people or commit major felonies and don't try to catch Kira, you'll live a happy life. Simple enough. Except he did when he was trying to throw the detectives off.
