A shelter is a place for people to go when shit well beyond their control hits the fan. To use such a place as a trap during a natural disaster, regardless of the reason, is pretty low. The fact that they are also kept safe in what might as well be a big holding cell doesn't change that. Doesn't matter if its "low" or not they are still free to use the shelter just like anyone else.
