Not really They're still receiving the same help that everyone else gets. They just have to pay for their crimes once its over which is fair Yes, really. A shelter is a place for people to go when shit well beyond their control hits the fan. To use such a place as a trap during a natural disaster, regardless of the reason, is pretty low.
