So let me get this straight. We should no longer arrest anybody because a very small number of cases might consist of wrongly accused people?

True. But they aren't doing any extra work. They are coming to the shelter and IDs are checked on those coming into the shelter. I mean that's about as minimal police work as I could ever imagine.
