I don't know if I think it's the best, but when I watched some of it like a decade ago I was generally impressed by the plot of each episode, at least in terms of drama and action. TNG maybe had a lot more philosophically interesting stories, but were often a bit weaker in other areas or even felt a bit silly (definitely not always).
