In the terms of medieval power and socio-economic status, they both are quite rich given the time periods. Both own entire keeps full of staff and have armies they pay under their command. In medieval England, that means you were part of the 'rich'. Yeah, Ned and Stannis are only poor in comparison to the other great houses.
