I would actually call it the opposite of a fallacy. In ethical matters like this, emotions are really the only way you can identify goals. After all, logic has no goal, so pure logic would let everybody die because it would cost less. Adult human decision-making involves a balance of emotional reactions and an overriding logic that is able to better accomplish what the emotional reactions wanted.

Appealing to goals is not a logical fallacy. It's a prerequisite for the logic.
(this doesn't apply to all appeals to emotion, naturally)
