Instead of pandering nonsense like putting a black person on money, how about using that time and money to do something that would actually help black people? You know, something more than just making the less intelligent among them feel better because they're "being represented". Seriously, let's say this plan actually went through. What the hell have you actually accomplished? What good have you actually done for the black community by getting the government to waste all that time/money to change a dollar bill? How does this help in any way besides making a relatively small number of people feel slightly better for a little while?
