But that nuke could be targeted at a big city full of millions of people and wipe them all out at once in one fell swoop. I'm judging the devastation by the loss off life in the shortest time possible.

the nukes destroyed as much as they did because they were basically surprise attacks. Nobody was expecting that kind of devestation from a tiny plane.

if you gave people 5 days notice to evacuate or get nuked, the nuke would kill a lot less people.

I understand that and circumstance plays a big part.

But a modern nuke would be way more powerful and affect a larger area. And in the event that the plane carrying the nuke goes undetected they could set it off with no time for preparation.

Not to mention the lasting effects of the radioactive contamination left behind in it's wake. Everything is obliterated and the area is devastated.

If everyone stayed in Houston, Victoria, and other cities hit hard by Harvey, and just allowed themselves to get hit full on, I guarantee the death toll would make nukes mad jelly.

That's because people can prepare ahead of time for hurricanes. Nukes are not more powerful but can be more devastating for the fact that they can be specifically targeted without warning and contaminate an area for years to come.
