Rape culture is a bad term. But inappropriate sexual behavior towards women being relatively a cultural norm does seem more plausible. This is ranging anywhere from sexaual assault to rape and even to basic molestation like copping a feel. It's easy to dismiss rape as an epidemic as it's made out to be, but it's not easy to rule out negative sexual behavior towards women is a serious issue. For instance, ask any women if some guy ever copped a feel on them, I wouldn't be surprised if it was 99%

That's called life. Every country has this same culture. There's no way to socially engineer your way out of the fact that creeps and overly forward men have always existed and will always exist.
