and that right there is your answer, you can't wear shorts because some upper management dipshit thinks it looks unprofessional. but the girls mini skirt can pass because he likes it.

basically someone controls the dress code everywhere and their personal bias will effect it

edit: for the longest time when working in the food industry I thought facial hair wasn't allowed because hair might get in the food. turns out and I was told this by upper management (upon questioning them on why after a merger I was suddenly allowed to have facial hair) that the previous company though it wasn't professional looking
