I don't think anyone(other them themselves) is stopping them.

Officially the US is.

After the surrender at the end of WW2 one of the stipulations was that Japan was no longer allowed to have its own military. That's why there are so many US army bases in Japan. Officially the US military takes over Japan's national defense.

Unofficially, Japan has "Japan Self-Defense Forces" which are technically not an army, but for all intents and purposes are. Which side-step the stipulation.

On top of that exactly what the Japan Self-Defense Forces are allowed to do grows with each passing year.

So in practice, Japan does have a military. Even though they technically don't have an army.
