If anything, Mia is the closest thing to Light Yagami in this movie. I think a lot of the problems people have with the rules they lay out can be explained by one change: Ryuk seems to be a singular death god who is somewhat in charge of the Death Note. You can assume that he makes the rules and that he added the one revoke-limitation because it would be funny.
