It's as likely as the possibility that he actually was one of the worst, most depraved examples of humanity as depicted in the book, sure.

Oh no doubt. If he's anything like he's portrayed in the book, then he's a monster. And literally too stupid evil to live, because his ego is out of control. Still getting orders to apprehend or arrest him without the support of a small army was like Solomon placing Uriah on the front lines.
