These "lost productivity" estimates are bullshit for two simple reasons:
1. They assume that every second at work is actually productive, instead of loafing, pooping, dicking around on the internet, pointless meetings, meaningless smalltalk, or whatever.
2. They assume that the office workers, who could leave their posts for an hour to stare at the sun, were ever productive in the first place. Some guy doing hourly shift-work in a factory is not stopping work to go outside tomorrow afternoon.
