Until somebody starts making specific threats like, "We need to bomb the XYZ Building," or, "We need to kill Jane Smith," it doesn't reach the level of actionable. Marching with torches and guns chanting about exterminating Jews is actionable. Just because they can't actually kill ALL Jews doesn't mean that the local Jews shouldn't feel threatened.
