Long hair is not that much heavier.

This can differ depending on the individual, particularly with gender differences involved.

For example, an able bodied man with larger neck muscles (than most women) is not going to notice much of a burden from having thick, long hair. However, petite or average sized woman with a thinner neck and thicker hair will likely feel a difference. And even if the felt weight is minimal, that's still enough to compel many women to ditch the Rapunzel look.
