so you are saying the NASA website I cited is wrong?

If you are in the path of totality you can safely look at the sun and it is recommended since it is a once in a lifetime opportunity for most people. Just have to make sure you are in the path of totality. Probably 95% of the US won't get totality so most people will have to travel if they want to look directly at the sun.
