She can't spend 5 days with her family and would rather spend her money on drugs and concerts? 5 days! How do you know she is doing drugs? If so, that may be a part why she cannot and dont want to come, ashamed, etc. It is understandable to be emotional, but thibk rationally and make judgement based on her usual attitude? Is this a pattern? Repeating a long time? Then she probably just really dont like hanging out that much. Is this new,? Based on your post and claim you have overall good relationship? Could be in trouble, etc. If so try to make effort to approach her not in a a demanding position, but asking whats wrong and say youre willing to listen if anything is wrong. I dunno, she is your sister, part of yourcjob to figure her out. My advice is just cast out emotions and assumptions.
