I think J Cole fell out of the Elite group. He was definitely there and could get back there. Don't think Chance is there.

Tier 2
I don't think Wale or Cudi should be in tier 2. Wale was definitely there before but fell and Cudi was definitely tier 1 at one point.

Tier 3

While they are past their prime, most of those rappers ran the game at one point so its hard to stay up there. The list could also be longer.

Tier 4
I'd move Meek Mill here. He gets a lot more hate than deserved. So does 2 Chainz and French Montantah because they don't make lyrical miracle rap. I think Freddie Gibbs should be here too. I think Snow is a great rapper she just needs to put more stuff out. I also never heard anyone say anyhting bad about Joey Bada$$ and hes more popular than he should be with what he puts out. The same thing with Logic. Logic is actually bigger than some people realize since hes able to put up such big sale numbers. Some of them I haven't heard stuff from but some make sense like KRIT, Nipsey, and Dave East.

I honestly think Vince Staples should branch out like Donald Glover and go to comedy. Hes legitimately one of the funniest people I've ever seen.

Tier 5
Who gives a fuck about B.O.B? How is he over rated. I haven't heard his name since They got nothin on you or Airplanes. Actually I did since hes on some TI mixtapes but no one talks about him besides the flat earth thing.

I think Ace Hood is underrated. He makes great music to listen to when you lift weights which seems to be a slim market atm.

Wiz was legitimately dope with those Cabin Fever mixtapes.

Post Malone is aight never heard him get any praise even though he makes high charting singles.

Pusha T is one of the best rappers in the game right now. Stop playing.

Bronson hasn't gotten any love since GFK talked shit to him in a bathrobe with R&B playing.

The Game is still nice. Tory Lanez is an R&B dude.

Tier 6
Yo Gotti isn't a legend.

Who ever said Dre was a great rapper? Although you could make an argument for him being over rated as a producer since it gets hard to say what he actually produced. Still the GOAT when it comes to mixing.

Mike Jones and OJ were never legends.

Ja Rule is kinda underrated.

Tier 7
Gucci is amazing this dude/girl needs to shut the fuck up.

Probably some other things that I forgot, but would be willing to talk about since the hip hop board is dead.

EDIT: Also for everyone putting lists of names it looks like this list is mostly newer rappers that came our in that past few years, minus the legend catagories.
