look. This is the definition of Socialism as per google.

a political and economic theory of social organization that advocates that the means of production, distribution, and exchange should be owned or regulated by the community as a whole.


So lets pick this apart for a moment.

1. Government regulations on business and ownership of production are not socialist, according to this, as that's not the community.
2. Literally nothing is regulated in Venezuela right now the whole fucking place is in famine and chaos.
3. Exchange is right out given that a tiny amount of people control 99% of the country's money.

Ergo, Venezuela is not socialist.
