What Roadhog used to do wasn't to 1 v 1 - it was to assassinate. It was equivalent to being headshot by a Widowmaker except it was much easier to pull off. You'd be randomly pulled into death and in many situations there little counterplay to it. You could try to position yourself and take cover, sure, but that Rein shield is going to go down eventually and half the time Roadhogs just flanked to get around stuff like that anyway.

I think the fact that Roadhog turned to garbage the second you nerfed his hook combo shows how busted his design philosophy was. It was such an overpowering move that the rest of Roadhog needed to be crap for him to be balanced overall. Making him tankier during his self-heal is a good first step towards pushing him into a healthier role that actually fits his classification of Tank.
