Fluent in the language? I don't know. It depends on how smart you are, and how well and quickly you could apply that knowledge to your own brain.

You would instantly have literal translations of specific words memorized, but you'd still have to apply the grammatical structure of a new language with your own intellect. If that's all contained in a book, then you have it all memorized, but language can be a tricky thing. I'd say that you'd probably still require some practice with the language, even after obtaining all the knowledge regarding that language.

It's an interesting question, we'll just say that with your powers of knowledge absorption, you could be fluent in any language after a week of practice.
