That honestly just seems like an oversimplification though. The requirements of flying safely are actually a bunch of other powers, that are generally pretty extensive. Perhaps, but he also said if you are mentally capable of understanding what you absorb through books, you automatically gain full knowledge and fully understand anything your absorb.
