If you have desperation to spare, she is one of the best units you can put it towards. Don't put much stock in any tier list. A lot of characters can become good when you invest in building them. Cherche and Est are there because of their brave builds. Neither are very good otherwise, and Est is outclassed by Cordelia in that regard. Shanna because of Firesweep lance. But again, Cordelia is better so not worth bothering. Sanaki and Lilina beside Celica, Tharja, and Katarina doesn't add up to me. Fae can be useful as a check to blues like Reinhardt when inheriting lightning breath and possibly triangle adept. I think that's a function of the meta being blue heavy.
