I think it's important to define what you mean by smart/stupid before you can really debate it.

If you asked me if someone was smart, I wouldn't usually look at how successful someone was. Sometimes that can be an indicator, but there are plenty of people who are very successful without being smart, because they bring some other talent to the table.

In Trump's case, he's probably as smart as the average American. He doesn't seem like he would perform well on any standard metric of intelligence (granted, some of that has to do with his age).

As far as his political intelligence is concerned, while he may have the people skills to tap into the fears of the middle class enough to become President, those same skills have not translated well to the actual presidency. It would be one thing if each of these distractions were helping him cover up for bad bills that were being passed or something, but instead the distractions are getting in the way of his policies. I can't remember who said this, but it seems like things like the transgender military incident and everything with the Mooch are distractions, but not as traps set for the media but rather Trump getting distracted.
