They clearly knew he would face harm if they suspected what he was drinking was some sort of chemical, and them egging him on to do it indicates they knew precisely what they were doing. Even if they didn't assume he'd die, he still did, meaning they should face charges for negligence.

He was the only one who knew what was in the bottle,


They had suspicions and encouraged him regardless. Contextually, they knew what he was drinking could potentially be dangerous but encouraged him regardless. Hence, lock these officers up for at least 15-20 years.

and normal people don't attempt to drink toxic chemicals.


This isn't relevant because there's no reason that it ever should've gotten to the point where he was allowed to drink the chemicals. They could've stopped him and confiscated them immediately but apparently thought encouraging him to drink the chemicals was a better idea. His stupidity does not negate the negligence displayed by the officers.
