There's also the perception that social welfare is meant to provide temporary means to ease life's burdens so a person can climb out of the hole they're in. A shopping cart full of soda brings forth the image of someone not even trying, especially if they're also buying cigarettes or beer with their own cash. I think the vast, vast majority of people support the idea of helping someone get back on their feet. It's the perception of people kicking back and riding the wave of free stuff that causes issues.
