Don't depend on future raises. What you should do is save up money, build a $3,000 emergency fund, and revisit the idea of buying a new or used car in a couple of years.

No it's a common feeling, but there are two problems with it:

1) the satisfaction will fade within 3 months of the purchase, but you'll be stuck with a loan on a depreciating asset for years.

2) You'll more likely be able to purchase a new car when you're older from accumulating wealth and increasing your income.

Also, how much do you make?

Benefits to buying a new car though:

- An extra 3-5 years of the best time of a car's life, and if you plan on driving it into the ground the cost/year is not that bad.

- Used cars are more popular than new cars because everybody is poor, so for just a few grand more you can buy a new car over a 2-3 year old identical one

- Longer warranty

- If you are the only owner you know exactly everything about the vehicle. You don't have to worry about some previous asshole owner that didn't change the oil or bought shitty replacement parts or beat the Hell out of the car.

I don't think buying new is bad at all, especially for cars with good reputations that retain their value like Hondas, Toyotas, and Subarus, the catch is that you gotta be able to afford the damn thing.
