I've got an uncle that does this. One time my sister got so fed up with it she told him "Please, just stop talking." and he seemed kind of hurt and confused by it (even though he was babbling on at a really inappropriate time) so maybe he somehow has no idea how annoying he is. Maybe it's a disorder of some kind, cuz how can you have such a lack of self-awareness? --- What if you're PVP'ing and your opponent has the same outfit as you?! HOW EMBARASSING! ...
