From the moment he had that scene with Shae in 3x10 urging her to leave Westeros because he believed in Tyrion's potential and she was a complication, he's been consistently illustrated as a Man of the People, For the People. It's somewhat at-odds with the tone of certain earlier-series scenes, and aye, sure, he still bears his fangs on occasion (see: his sixth-season scene with Vala).
