why do you assume to not be in motion is the universes natural state?

Because it adheres to the Laws of Motion.

no object is in motion relative to itself. as we are part of the universe, we can only perceive a nonmoving universe. we would have to exit the universe and observe it from outside of its own boundaries to see if it's moving or not.
