No. Cops are trained (and rightfully so) to fire multiple times in quick succession in scenarios where it is justified to use force. Cops don't aim for the gun or aim for the leg because that would not be as likely to resolve the threat of the situation. Cops aim for the torso because it's the target they are most likely to hit, and they fire multiple times because a single shot is also often not enough to remove any threat.
