Not by some guy sitting behind a desk checking the wrong box on a form. As long as people are put in high risk high stress situations mistakes will ALWAYS be made. I'm not saying it's not wrong that people's lives are ruined but there is no way too 100% neutralize the possibility --- "How come you can believe in God but not Bigfoot?"
