The rule of the road is if you are in the far left hand lane and someone is coming up behind you at a faster rate than you are traveling, you get the f*** over into the next lane as soon as safely possible and allow them to pass. The fact that the cop had to turn on his lights to get him into the proper lane proves mostly ignorance as well as lack of tact on the driver's part.

And not allowing people to pass on the right leaves you with no recourse for the inevitable asshole who doesn't do what he's supposed to.
