It's questionable how this will impact that child. After all, parents are only a single part of the collective culture and subcultures that influence the development of any member of society. Unless the mother shelters the child from any and all social influences (which, admittedly, is possible), it may still be largely inevitable that the child identify with those that look most similar to them. And, should that identification take place, the child will possibly be influenced by culture in the same way as the rest who began with that identity.

Of course, should the mother fight against the child's identification later (which I imagine she believes she wouldn't, but who really knows), that constant push back may lead to developmental trauma. Likewise, there's the ever-present issue of bullying when the child is older as a result of not identifying as one or another.

But all that said, the impact of deciding such a thing at birth versus the impact of simply transitioning later in life is still in question. As I said earlier, leaving the child's gender as "unknown" may not make much of a difference in the long run. After all, the child doesn't care what's on the form. They don't learn whether they are a boy or a girl by looking at their birth certificate. If they don't know it intrinsically (which they probably do to at least some extent), they learn it through the innate act of experiencing the world around them and absorbing patterns of information.

Okay, but they ask for the sex on these things.

I'm talking more about those who treat this decision like it's child abuse, or at least something that will definitely cause the child trauma or stunt their development. As far as administration is concerned, sure, that will likely cause a few issues.
