The point is this: stores and customer NEED bags to carry stuff. A plastic bag, paper, cloth, whatever. They need some sort of bag. If you ban plastic bags, you don't magically solve this need for a bag. They still need bags. So all you're doing is forcing stores and customers to buy more expensive (paper, cloth) bags instead.
