I think compared worst case to worst case Rugby is more dangerous when dealing with spinal injuries and death but I think overall football is more dangerous. Head injuries have gone down in rugby since they decided to keep those cap things I don't remember the name of instead of helmets. It seems counter intuitive but it turns out people play safer without the false sense of security a helmet brings. And there are just a lot more hits and tackles in football to players not expecting it.
Dealing with shit like concussions and eventual CTE I think makes football more dangerous overall honestly. Ntm the scummy NFL trying to cover up and hide the dangers and act like it's completely safe.
