It's a Soul Stone, not a Thunder Stone, so I don't know why it would be used to control lightning (or evolve a Pikachu). All of the ways the stones have been used so far relate to their function; mind controlling with the Mind Stone, the Time Stone reversing time, the Power Stone blowing shit up, the Space Stone teleporting people, and the Reality Stone warping reality.
