Why necessitate that criteria? Especially with the continuing diminishment of higher education as viable. Because you should be able to get a job and get your own health care if you are not in higher education. But the whole point is that people should be able to get health care even if they can't afford it. Like, what is the DRAWBACK of leaving people on the family plan until 26 if they're unemployed? Cuz u could get a job and get it for yourself. It is a handout that is unnecessary.
