I thought they were always restricted to 1 There was a time where there was no banlist. For a long time actually. AFAIK Yugioh is decently unique with its extended and almost monthly banlist. It only happened because of Chaos Emperor Dragon -> Witch of the Black Forest -> Yata-Garasu Chaos: a whole archetype banned for being too bullshit ~~Cyber Dragons and the resulting power creep killed Yugioh~~ Well the first ban list was September of 2003 and we got the orginal Yugioh Starter Deck in 2004.
